Zhang Guobao: Nuclear power is unlikely to be in recession for 20-30 years

On August 30th, the reporter learned from the nuclear power companies and the Nuclear Energy Industry Association that domestic construction and safety inspections of nuclear power plants in operation have ended. The inspection was arranged by the State Council and lasted for more than four months.

A member of the China Nuclear Energy Industry Association told reporters: “The nuclear safety inspection report is being drafted and approved by the State Council before being announced. At the same time, the nuclear power safety planning and mid- and long-term nuclear power development planning are also under preparation. The specific announcement time is uncertain.”

After the Fukushima nuclear accident in Japan, the development scale, speed, technology, and safety of nuclear power in the country all needed to be reconsidered. The adjustment of “efficient nuclear power development” was put on hold. So far, the National Development and Reform Commission, the National Energy Administration, and the National Nuclear Safety Administration have not made open statements about the future development of nuclear power.

However, local governments and nuclear power companies still have a positive attitude towards the development of nuclear power.

On August 26, Unit 2 of Day 2 Bay Nuclear Power Station Phase II was put into production at a high level. This is the first nuclear power plant put into operation in China after the Fukushima nuclear accident in Japan. At the launching ceremony, officials from the National Energy Commission, the State-owned Assets Supervision and Administration Commission, the National Energy Administration, the State Nuclear Safety Administration, the National Defense Industry Bureau, the China Nuclear Energy Association, and the Guangdong Provincial Government attended the ceremony.

After the construction of the nuclear power plant was affected by the policy adjustment and the production of the No. 2 Unit of Lingao No. 2 was put into operation, the number of nuclear power units in the Daya Bay Nuclear Power Station increased from 5 to 6 with a total installed capacity of 6.180 million kilowatts and an annual generating capacity exceeding 45 billion kwh. Become China's largest nuclear power base. At this point, the country's installed nuclear power capacity increased from 10.82 million kilowatts to 11.9 million kilowatts.

In fact, the nuclear power projects that are most affected by the adjustment of national nuclear power policies are the "13th Five-Year Plan" and beyond. There is no restriction on the construction and commissioning of nuclear power projects during the "12th Five-Year Plan" period.

Zhang Guobao, director of the Energy Experts Advisory Committee of the National Energy Commission, said at the above-mentioned production ceremony: “In the 12th Five-Year Plan period, China’s nuclear power development began to enter the harvest season, and new units will be put into operation each year. All projects under construction will be completed. By 2015 The installed nuclear power capacity in China will reach 42 million kilowatts, accounting for about 3% of the total installed capacity."

At present, China is building 27 nuclear power units nationwide with a capacity of 30 million kilowatts, accounting for 42% of the nuclear power units under construction in the world. The construction scale ranks first in the world. As the aforementioned nuclear power project under construction was started before the Fukushima nuclear accident, it will not be affected by the national policy and will be put into production in the next four years.

The "Mid-term and long-term development plan for nuclear power" formulated in 2006 proposes that by 2020, China's installed nuclear power capacity will reach 40 million kilowatts. According to the current progress, this goal can be achieved five years ahead of schedule. This is one of the main reasons why nuclear power has been accused of "leaping forward."

The direct impact of the Fukushima nuclear accident in Japan on China is that the pace of approval of nuclear power projects has slowed down.

On March 16 this year, the State Council's executive meeting called for the suspension of approvals for new nuclear power projects, including projects for preparatory work, and a comprehensive review of nuclear power plants under construction. “The safety assessment of all nuclear power plants under construction is based on the most advanced standards. There are hidden dangers. Resolutely rectify and immediately stop construction if safety standards are not met."

Zhang Guobao said: "No new nuclear power plants have been approved this year, and there are four nuclear power units that have been approved and have not yet started."

According to the reporter’s understanding, the above-mentioned “roads” have not yet commenced. Nuclear power plants include Shandong Rongshi Shidao Bay Nuclear Power Plant (Huaneng Group Holdings), Fujian Deqing Nuclear Power Plant (CNG Group Holdings), and Guangdong Lufeng Nuclear Power Station (CGN Holdings).

In spite of this, domestic nuclear power personnel have always maintained a positive attitude toward the development of nuclear power. Zhang Guobao believes that the pace of development of core power will slow down during a period of time, but it is unlikely that there will be a depression period of 20 to 30 years. “The nuclear power base in our country is still relatively fragile, and we need to maintain the stability and sustainability of nuclear power development. Avoid big ups and downs."

His judgments are mainly based on two points. First, the development of nuclear power in China lags far behind that of developed countries. Second, the ratio of non-fossil energy to 2020 is important, and it must rely on nuclear power.

Although there is no domestic dispute over nuclear power, the enthusiasm of the inland areas for the development of nuclear power has not diminished. After the Fukushima nuclear accident in Japan, Hunan, Jiangxi and other provinces were actively negotiating with nuclear power giants such as China National Nuclear Corporation, China Power Investment Corporation, and China National Nuclear Corporation. They hoped to promote the province's nuclear power projects to land as soon as possible.

On August 23, Governor of Hunan Province Xu Shousheng met with Sun Qinshi, general manager of China National Nuclear Corporation. He said that Hunan Province will not waver in its confidence and determination in developing the nuclear power industry in Hunan, and will continue to actively promote nuclear power projects as early as possible.
