National SME Work Forum was held in Beijing

On December 24th, the National SME Work Forum was held in Beijing. Zhu Hongren, member of the party group and chief engineer of the Ministry of Industry and Information Technology, delivered a speech entitled "Strengthening Confidence, Paying Attention to Implementation, and Promoting Sustainable and Healthy Development of SMEs." Wang Liming, Director of the SMEs Department, made a work report on the work of SMEs in 2009 and made clear requirements for the work in 2010.
In his speech, Zhu Hongren profoundly expounded the current economic situation, the status quo of SME development and the opportunities and challenges faced, and deployed the work of SMEs next year.
Zhu Hongren fully affirmed the achievements of the SMEs in 2009. He pointed out that under the central government's package of "guaranteeing growth, expanding domestic demand, adjusting structure, benefiting people's livelihood" and local efforts, the downward trend of the industrial economy and the operation of small and medium-sized enterprises has been greatly reversed, and the industrial growth rate has rebounded and stabilized. Well, the economic benefits of SMEs continue to rise, and structural adjustment and energy conservation and emission reduction have made new progress.
Zhu Hongren stressed that next year's SME work still faces many challenges: First, the development environment needs to be improved, and there are still some deep institutional and institutional obstacles. Second, the structural adjustment is difficult. Problems such as overcapacity, low resource utilization, and backward production processes are still outstanding. Third, the socialized service system is still not perfect, and the service function and efficiency cannot meet the needs of SMEs. Fourth, the government's support and guidance for SMEs needs to be further strengthened.
Zhu Hongren requested to actively face the new situation and challenges, and guided the spirit of the National Industrialization and Informatization Conference to fully implement Guofa No. 36 Document. First, do a good job of propaganda and explanation of documents. Second, implement the division of labor. Third, do a good job in organizing and implementing supporting policies. Fourth, all localities should formulate specific measures in combination with actual conditions. Fifth, strengthen investigation and research on major issues.
Wang Liming proposed that the work of small and medium-sized enterprises in 2010 should focus on seven key points: First, pay close attention to the refinement and implementation of the 16 divisional tasks of the 36th document of Guofa, and highlight the introduction of supporting policies. Revise the standard for SMEs. Grasp the establishment of the SME Development Fund. The second is to increase financial and tax support for small and medium-sized enterprises. Expand the special funds for SME development and the scale of special subsidy funds for SME service system. In the special investment in technological transformation within the central budget, continue to arrange technical transformation funds for industrial SMEs. Implement tax incentives for small and small-profit enterprises below 30,000 yuan. We will implement the policy of delaying the payment of social insurance premiums for the difficult SMEs or lowering the implementation period until the end of 2010. The third is to work hard to ease the difficulty of financing difficulties. Implement the cooperation framework agreement signed by the Ministry of Industry and Information Technology and the four state-owned commercial banks of industry, agriculture, China and China to increase credit support for SMEs. Promote the establishment of a small business loan risk compensation fund. Accelerate the establishment of national and regional re-guarantee institutions. Continue to implement relevant policies such as business tax reduction and exemption for SME credit guarantee institutions. Implement a regional SME property rights trading market pilot. The fourth is to vigorously promote structural adjustment and industrial upgrading. Conduct demonstration of 100 key industrial clusters. We will implement the IPR strategy promotion project for SMEs and the informationization promotion project for SMEs. The fifth is to help SMEs to explore domestic and foreign markets. Successfully run the 7th China International SME Expo and the 6th APEC SME Technology Exchange and Exhibition. The sixth is to establish and improve the socialized service system for SMEs. Continue to support the establishment of a number of SME public service platforms. The seventh is to improve the management level of SMEs. Continue to implement the SME Galaxy Training Project and complete the training of 200,000-plus growth SME managers. Support the cultivation of a number of SME management consulting agencies.
More than 130 people from all provinces, autonomous regions, municipalities directly under the Central Government and planned cities, Xinjiang Production and Construction Corps, sub-provincial urban SME management departments, SMEs Cooperation Coordination Center, and SME Association attended the meeting.
