Cut off the feasibility of compiling the benefit chain

The project feasibility study report must be provided for all projects in China. There is a great deal of arbitrariness in such feasibility studies. Some reports were completely subject to subjective intentions, which caused the project to discover a series of problems such as insufficient resources, unsatisfactory design values ​​for the technology, unsatisfactory treatment of “three wastes”, etc. after the start of the project, which was far from the original “feasibility”. .

The feasibility report is not feasible because it is generally caused by the following aspects. For example, the preparation party is the future interest party. To obtain the project, the preparation unit will do everything possible to find a reason to prove that the project is feasible; the project is the leader of the board, as long as the leadership determines that the project is feasible. The following people followed the evidence to prove that it was feasible; the owners were eager to win and the construction of the demonstration plant was rashly carried out with untested technologies; the experts were not professional and independent, and in some projects, the experts invited the owners to join in. The specific technology of the project is not professional and lacks judgment.

In order to change this situation, it is proposed to make the following major improvements in the preparation and review of the feasibility study: First, the compiling party cannot participate in the future design, manufacture, supervision, contracting and other fee-based businesses of the project, and equipment manufacturers and technologies related to the project. The provider should not serve as a member of the expert group and cut off the party's interest chain. Second, the preparation of the feasibility report should be led by government agencies at the national level. In particular, after successful major process technologies, a national macro development feasibility study report should be prepared. At the same time, it is necessary to set up a project investigation system. Once there is a problem of “not feasible”, the responsibility of the person in charge should be investigated. Thirdly, major projects should also be analyzed for infeasibility. At the same time, the feasibility study report should be used as the basis for examination and approval by relevant state departments.

Management review should set time limits

During the "12th Five-Year Plan" period, a very peculiar phenomenon appeared in the development of coal chemical industry, which was "Management of lazy government." In many places where the enthusiasm for the development of coal chemical industry is high, the feasibility study report submitted to the competent authority has not been reported for several years. It is neither certain nor denial. The reporters have no choice but to brag their heads for design, ordering and construction. When it was approved, it was basically completed. If you deny the project again at this time, who will bear the consequences and how should you bear it?

Therefore, it is necessary to manage and control the management department and implement the principle of “period review”. That is, after the feasibility study report is submitted, the reply will be given within a certain period (eg 3 months). If the non-response is expired, it will be approved automatically.

Pushing technology out of the country

The development of modern coal chemical industry in China has gone through the stages of purchasing foreign patented technologies and independently developing process technologies, forming FT synthesis, MTO, pressure swing adsorption, low-temperature methanol washing, multi-nozzle coal gasification, aerospace furnaces, and Tsinghua. Furnace, syngas, ethylene glycol and many other independent technologies, many technologies have been used extensively in the coal chemical industry, and gradually mature, reaching or exceeding the world's advanced level.

Therefore, the development of coal chemical industry in China should enter the new stage of process technology to the world. Specifically, it is to sell these unit technologies to countries in need in the world. It is recommended that the state authorizes China National Petroleum Corporation and the Federation of Chemical Industry to start this work.
