Recently, many departments of the city jointly issued the "Interim Measures for the Administration of the "Black List" of Production Safety and Bad Records of Production and Business Units in Jiangmen City". Occurrences of safety incidents in production and business units occur repeatedly, and concealment, non-reporting, and false reports will be included in the “blacklist”.

According to this method, nine kinds of situations will be included in the “blacklist”, including the occurrence of more serious production safety responsibility accidents; more than two general production safety responsibility accidents will occur within one year; the same production and business units will be short-term (30 natural (Intraday) occupational hazards incidents involving suspected occupational diseases, occupational diseases, patients with more than 10 persons but less than 30 persons, or deaths of more than 3 persons but less than 5 persons, or group-occupational-disease-related events that cause a certain social impact (excluding acute industrial poisoning); The intensity or concentration of major accident hazards or occupational disease hazards in the job site has exceeded the standard seriously. After the supervisory department points out or orders the rectification within a time limit, the overdue rectification or rectification is not in place; the supervisory authorities at all levels refuse to perform, or impede the performance of supervision and inspection duties at all levels or violence. Acts against the law are punished, or overdue refusal to implement administrative enforcement instructions, administrative punishment decisions; production safety incidents concealed, reported falsely, or deliberately destroyed the scene of the accident, destruction of relevant evidence, or more than twice a year late reporting, Reported accidents; when production safety accidents occur, the production and business units The main person in charge did not immediately organize rescue or abandon or detained and escaped during the investigation of the accident; the occurrence of illegal production and business operations was punished by the administrative department more than three times within one year; the regulatory authority complied with relevant laws and regulations. It is considered that there are other cases in which the production and business units need to be included in the "black list".

The supervisory department will place the production and business units that are included in the “black list” management as the key regulatory targets, impose administrative penalties on them in accordance with the law, and implement punishments, restrictions, and supervision within their respective areas of responsibility.
