Development and Reform Commission Announces Energy Savings in 2011 On December 25, the National Development and Reform Commission announced the completion of energy-saving targets for municipalities in various provinces and autonomous regions in 2011, and completed the annual energy-saving targets but lagged behind the progress of the “Twelfth Five-Year” energy-saving target: Inner Mongolia, Liaoning, Jiangsu, Fujian, Jiangxi, and Guangdong. The assessment was conducted by the Development and Reform Commission and the relevant departments of the State Council. According to the results of the assessment issued by the National Development and Reform Commission, it was divided into four categories.

Among them, the over-completed areas include Beijing, Tianjin, Hebei, Shanxi, Shanghai, Shandong, Henan, Hubei, Sichuan and Guizhou. The completed regions include Jilin, Heilongjiang, Anhui, Hunan, Guangxi, Chongqing and Yunnan. 8 provinces (autonomous regions and municipalities) in Shaanxi Province; the provinces that completed the annual energy conservation goals but are behind the “12th Five-Year” energy-saving goal progress are Inner Mongolia, Liaoning, Jiangsu, Fujian, Jiangxi, and Guangdong; 6 provinces (districts); unfinished There are six provinces (regions) in Zhejiang, Hainan, Gansu, Qinghai, Ningxia, and Xinjiang, among which Qinghai did not complete its annual energy saving target due to the earthquake disaster in Yushu.

Yu Cong, director of the Energy Efficiency Research Center of the National Development and Reform Commission, said: “For 2011, Zhejiang has not completed its energy-saving goals, and individuals think that this is mainly due to Zhejiang’s implementation of some heavyweight national-level energy projects this year, especially in Ningbo, which will definitely make its energy consumption. A substantial increase, especially for petrochemical projects."

It is understood that in 2011, Zhejiang's GDP reduction target for energy consumption by GDP was actually achieved, and the completion progress of the “12th Five-Year Plan” energy saving target was only a far cry from the completion progress of the fastest Beijing 38.58%.

Han Xiaoping, Chief Information Officer of China Energy Network, said: “The failure to complete the energy saving goals last year was mainly due to the low base of Zhejiang itself. It is more difficult to complete in areas with higher energy consumption. There are not many energy-intensive enterprises in Zhejiang, and it is even harder to complete them.”

According to the requirements of the "12th Five-Year Plan" Integrated Work Program for Energy Saving and Emission Reduction, the 12th Five-Year Plan energy saving target will be successfully completed, and the implementation of the five-year target will be combined with the completion of the annual target, and the annual target assessment will be combined with the progress tracking. This year, due to the slowdown in the overall macroeconomic growth, the emission of RMB 10,000 GDP has dropped significantly. However, with the continuous deepening of national policy control next year, the completion pressure of energy-saving targets in various regions of China may be even greater next year.
