The "Pilot Notice" (hereinafter referred to as the "Notice") calls for the gradual expansion of the scope of pilot projects for building materials to the countryside; continuing to promote cement to the countryside, actively promoting the use of bulk cement, and subsidizing the promotion of the use of energy-saving building materials.

The “Notice” improves the subsidy policy for cement to the countryside, formulates subsidies for energy-saving building materials, strengthens fund collection and management, strengthens the quality management of building materials to the countryside, strengthens the management of building materials to the countryside, regulates the distribution channels of building materials, and strengthens the construction and management of rural housing. The guidance made specific requirements. The "Notice" pointed out that the pilot areas must reasonably determine the subsidies, standards, and cement varieties in accordance with the local conditions, determine the energy-saving building materials used in the enclosure structure of rural houses according to local conditions, and determine the local policy subsidy standards according to local conditions; Strengthen fund management, make special funds available, ensure timely and full payment of subsidies to households, reasonably determine the directory of cement and energy-saving building materials, and announce to the public; regularly publish the guiding price of cement and energy-saving building materials products; encourage successful companies to take effective measures Reduce circulation levels and links to reduce the cost of circulation; the construction of rural housing should be based on the reconstruction of the original site, and at the same time, do a good job in the guidance and training of building materials construction technology.

It is understood that this year's trials of building materials to the countryside have increased the number of cities in Beijing, Tianjin, and Chongqing. In addition, the "Notice" emphasizes that the financial subsidies for building materials to the countryside are mainly supplemented by direct supplemental farmers, and the pilot areas can combine the projects of building materials to the countryside and rural dilapidated buildings, building energy conservation demonstrations, and the promotion and use of bulk cement.
