Wind power subsidy is difficult to implement

After the national renewable energy price subsidy was released in February of last year to September 2010, the long-awaited subsidy of the company came again. Recently, the National Development and Reform Commission and the State Electricity Regulatory Bureau released the renewable energy price subsidy and quota trading plan from October 2010 to April 2011. The subsidy range is that the on-grid electricity price of renewable energy power generation projects in the current period is higher than the benchmark price of local coal-fired units. The price of electricity, the operation and maintenance costs of the independent renewable energy power system, and the cost of access to renewable energy power generation projects.

Xiao Jian, a researcher of China Investment Advisor New Energy Industry Group, believes that the wind power industry is currently a “vulnerable group” in the country. The development of the industry has encountered many bottlenecks. Although there are many measures introduced, it is difficult to bring substantial positive news for the company, especially the subsidy policy. It has become a laughing stock for people in the industry.

Wind power projects are mostly planned by wind power companies, led by local governments, and approved by the relevant departments of the National Development and Reform Commission. However, enterprises and local governments only consider the economic benefits of “conceptualization” in the planning process, but they do not pay enough attention to the overall industry development status and supporting measures. Although there are a large number of subsidy policies, companies cannot enjoy real benefits. Enterprises with “subsidies as the only goal” can't extricate themselves from the difficulties of their earning. Wind power projects simply do not have profitability, and industries such as overcapacity and structural imbalances suffer from shortcomings. .

"Subsidy policies are in place year after year. There is no difference this year." The formulation of a subsidy policy is very important, but it is the most crucial thing to implement it. The timely and full payment of subsidy funds to enterprises is not only an effective implementation of national policies, but also an expected welfare of enterprises. Especially when the wind power industry is in a downtrend, financial funds are just like the life-saving straws of enterprises. Although they cannot help the enterprises to get out of trouble completely, they can give the company a slight solace.

Difficulties in supervision are the biggest drawbacks in the implementation of subsidy policies. The official regulatory agencies and third-party independent regulatory agencies rarely fully exercise their independent and substantial supervisory responsibilities. When they touch the relevant stakeholders, they often choose to evade their attitudes. Some state-owned and central-enterprise projects have become key projects that must be launched. The wind power industry, which has already been in turmoil, has become more and more different.

Zhang Yulin, director of the China Investment Advisory Research Institute, pointed out that the implementation of wind power subsidy policy is not in place, but the wind power project launched but no signs of stagnation, many local governments are still planning a strong wind power base. Little does it know that if the relevant supporting facilities and supporting policies cannot be implemented simultaneously, the wind power project will have little profitability. Not all places are suitable for wind power projects. Not all places are suitable for wind power bases and industrial parks. Local governments should seek truth from facts and adjust measures to local conditions, and do a good job of optimizing and adjusting local energy and power structures, instead of treating wind power projects as performance projects, image projects, and taxation projects.
